Why are we allowed to publish new version without actually uploading new version?

I was just about a release a hotfix but I didn't had my coffee yet so I actually forgot to upload the extension, so now I'm in a "Pending review" state, although nothing has changed.

Why is this even possible? :)

I hope the review will be super fast, considering NOTHING has changed, right?
