chrome.runtime.getURL() causes error in background.js (MV3)

Whenever I called chrome.runtime.getURL() in background.js (service worker), the browser reports error.

Please file a bug report on the Chromium project's issue tracker. Make sure that you include the browser version as requested in the issue template. If possible, please also attach an example extension in order to help us triage and diagnose the issue.
