Partial rollout in new dashboard

In the old dashboard I could always set the percent of my user base to which I want to publish the new package and I could consequently increase this number. 
I read the documentation https://developer.chrome.com/docs/webstore/update/#partial-rollout and it says that there is a similar box on the new dashboard, but I tried to upload a new package and went through review to publish without seeing any box or field to opt-in for controlled rollout. Could you guys let me know how to do this in the new dashboard?

MG, based on your description it sounds like you're trying to use this feature with a new extension, not an existing one. As noted on the page you linked, partial rollout "is only available for new versions of an already-published item with over 10,000 7-day active users."

@simeon thanks for your answer. Im trying to use the feature with an existing extension that has more than 10k weekly active users.
I just don't see that field anywhere. After clicking on the blue button "upload new package" It would switch to another preview screen where I could only choose between save draft or submit for review. Neither options would allow me to specify a percentage of my user base for partial rollout.

I do not see that option as well. 
My extension was transferred from the old dashboard and has over 100k users. 
What do I miss?

@simeon I still don't see the option for partial rollout and I pushed 3 updates since then. Never saw this option in the publishing process. Is there any bug you are aware of regarding the partial rollout?

When you upload a new package, you can go to "Payments & distribution" and there you should see "Percentage rollout". Change the value, save the draft and submit it for review. Once it is accepted, I can change the % in the first tab - "Package" (there are two columns and in the second one you have this field "Percentage of users"). You can change it and simply click "Update". It's confusing a bit, I admit. The old dashboard was more intuitive.
