Publish extension on google web store (Albania)

I want to publish my extension created for my product and i noticed that, i can't register as a Chrome Web Store Developer because Albanian country is not in the list.

Why is that ?
Is there another way to publish my extensions?

The payment processor used by the Chrome Web Store does not accept payments from all countries. We recognize that this is a challenge for people residing in unsupported countries and are actively exploring ways to expand access. One workaround you might want to consider is to ask a friend or family member that lives in a supported country to pay the registration fee on your behalf.

I think there is a bug, I haven't made a payment yet. I will try tomorrow.

But there is definitely a bug, initially i don't see all the countries, just this list:

There is no (Albania),so I chose to make a foreign address and I selected (Italy) compiling all fields for address 1 and 2,zip code etc. After that i decided to change again and when the dropdown list was open i saw my country there (Albania) just like that:
