Migrate to Manifest V3

I'm having some trouble to migrate to Manifest V3. Manifest V3 requires me to change the webRequest blocking to declarativeNetRequest, but I have no idea how to replace this source code with the declarativeNetRequest. Also what should I add to my manifest.json in order to make this work. I really need some advice on this. Thank you so much.
