Failed to start native messaging host

Hi all,
I'm developing an app using Native Messaging technology. My app worked  BUT in some PC I get an error: "Failed to start native messaging host" => Extension can't start native messaging host. I'm sure I dev correct follow this document "https://developer.chrome.com/extensions/nativeMessaging".
Some PC get this error using win 7 and win xp (Not all):
- win 7: I check it have some special: on user folder: "C:\Users" have folder with Lock Icon => I remove this lock icon like this tutorial: "http://www.howtogeek.com/howto/17117/remove-the-lock-icon-from-a-folder-in-windows-7/" => then I restart PC => my app worked!
- win xp: I not found any special issue => I have not found solution for this error.
I check this document: "https://developer.chrome.com/extensions/nativeMessaging#native-messaging-debugging" and I think problem is permission excute file chrome.exe file and native host file => I have 2 question:
1. How to check permission excute chrome file or native host file? When enough permisson?
2. How to resolve this problem?
I have ask many time this problem on other groups and search in google BUT this problem still not found Solution => I hope Someon can support me and give me some solution for this!
