Debugging: My "Inspect active views:" list is empty

I'm debugging an extension. It has a "popup.html" file that kind of
works; at least, it pops up and shows some stuff.

I would like to set a breakpoint in it, but cannot because when I view
my extension in chrome://extensions/, no files are listed under
"Inspect active views:"

What makes an html file be an "active" view. What does "active" mean
in this context?

The page has to be open somewhere; in the case of a page or browser
action, it's not open unless the popup is open. In order to inspect these
pages, you need to either open the popup and open the inspector from
there, or right click on the page action icon or browser action button and
select "Inspect Popup", or such-like.

It would be nice if there was an easer way to do it, but since (I think)
the popup isn't guaranteed to be the same html file every time, they can't
provide a link on chrome://extensions/ unless the popup is already open. I
guess the only reason the background page is always there is because it's
always active (in the background ;-) .

Yeah.  If there some way to open two popup instances, they'd each be listed under "inspect active views".  You'll also see any additional pages you might open from the extension there (options page, for example).

Right clicking and selecting "inspect popup" might help, or opening the popup in a new tab (at chrome-extension://<your id>/<name of popup file>.html) which would also let you hit refresh to reload the popup page.
