Hi,

My extension was first published 3 years ago with no updates.

Recently I received an email from google notifying me to update the manifest to v2

I try to update but I found the .pem file was lost long ago.

The extension has 37,000 users so I don't want to give it up, so is there any way to recover the key?

Thanks.

Once you upload an extension to the Web Store you don't need  the pem. You can just sign into the Developer Dashboard with your Google Account and upload a zip file.
