tabGroups feature seemingly not available in Chrome 89

Hello all,

I have recently updated Chrome to Version 89.0.4389.72 (Official Build) (x86_64). 

Per the documentation here around the Chrome Extension API, the tabGroups feature is a part of the Stable API and available "Since Chrome 89". However after adding "tabGroups" to the permissions in my manifest, chrome.tabGroups is not defined when I try access it from a background script.

For additional context, I am on V2 for my manifest (not sure if that would play a role).
