force install private chrome extension for enterprise

This documentation outlines how to force install a private chrome extension for users in an organization: https://cloud.google.com/blog/products/chrome-enterprise/publishing-extensions-for-the-enterprise

However, we are running into issues - the Chrome Extension is not showing up for users.

What we have done:
1. Developed a chrome extension
2. Submitted the chrome extension for Chrome Web Store (with visibility set to private)
3. The extension has been approved
4. We've added the extension to our GSuite admin > Devices > Chrome > Apps and extensions and setup the installation policy to "Force install + pin to browser toolbar" for a group
5. When we review Devices > Chrome > Apps and extensions > Users and browers for users in the group, the installation policy for the chrome extension is listed as "Force install + pin to browser toolbar"
6. When we view Chrome://policy for these users, the app is listed to be force installed

However, the Chrome Extension is not being installed for these users.

What might be the cause?

Is this just a matter of waiting 24-48 hours?
