Create chrome extension with pop-up and input field

Hi all!

I'm trying to build a personal plugin to increase my performance at work, but I'm new in chrome extensions development. What I need is a extension that shows a pop-up (or other kind of notification) even if I'm working with the browser (like hangout extension shows the new messages) and one input field inside the pop-up/notification. Before start the developement process of the plugin I just want to be sure that I can do this, without changing my current active window to chrome, I will appreciate any extra help or documentation about this topic.
