Automatically open popup

Why google chrome doesn't allow me automatically open extension popup
from my extension code ? I think this is big inconvenience for all
chrome extension developer.
I need possibility to open popup (like jquery dialog) from my
extension code and i cann't find a way to do that. Please help solve
this problem.
