devtools.html orphan during chrome_update et. al.

Hi,

I'm familiar with the need to check whether content scripts have become orphaned from their service worker in response to a chrome_update or similar operation.

My question is, what about devtools? 

For a content page I can re-inject script logic that signals any prior script to unload, but how would I properly manage that for devtools? I can't find anything that would let me get a handle to the devtools offscreen context or any devtools panels/sidebars so I might similarly disconnect/reconnect them on update.\

Any doc or example references would be awesome.
