Requiring the MV3 "tabCapture" permission alerts the user that the extension is requiring "Read and change all your data on all websites" whereas "desktopCapture" is requiring "Capture content of your screen", even so it's much broader in recording scope - it can record an entire window or screen. tabCapture should also require "Capture content of your screen" only.
Why is this happening? Is it a bug and should it be reported?
