Why can't my program be confused while others can?

My program was rejected because of confusion ( Red Titanium ), but I have two questions to ask!

1. Why can other people's programs be confused, such as this ID (cpgldbdklobbeppphcpmhbnidkhje), but mine can't?

2. If confusion is not allowed, how can I protect my core code?
