then When I clicked on "Accept and Continue" , It doesn't complete my registration and displays an message 

"Uh Oh !! There was a problem .

We couldn't start your purchase because of technical issue."

Please help me out !!

Am planning to make my developer registration today. And, Indian debit cards are allowed, right?
