Make the “Allow access to file URLs” toggle appear

Hi Chromium Extensions team,

In Manifest V3, if I declare:

optional_host_permissions": [ "file://*/*" ]

is that enough to make the “Allow access to file URLs” toggle visible on the Chrome extensions details page, or do I still need to use host_permissions for it?
