Critical Chrome Bug (#398288319) Still Unresolved – Affects Google Ecosystem

Hi Chromium team,

This issue has been open and untriaged for quite a while. We're still experiencing this problem in the latest version of Chrome, and it's significantly impacting our Chrome extension development workflow.

Could someone take a look or at least triage this? We’d really appreciate any updates or guidance.

Extension has a few exception to NOT dismiss itself on focus loss. For example, when an DevTools inspection window is open. See ExtensionPopup::CloseUnlessBlockedByInspectionOrJSDialog(). Maybe we can check if a the key window is grabbed by the NSPanel there.
