Who updates the store's collections?

This question has been bothering me for a long time. There's a lot of garbage there that it even hurts one's self-esteem a little. But now I see that someone is updating them, but perhaps they didn’t do it better.

Here's an example. Collection "Editors' Picks extensions" — https://chromewebstore.google.com/collection/editors_picks_extensions

The Volume Max - Ultimate Sound Booster extension has been added to this collection (https://chromewebstore.google.com/detail/volume-max-ultimate-sound/mgbhdehiapbjamfgekfpebmhmnmcmemg). 

And it’s evident to me that this is a scam extension with fake reviews and installs count. A fake of the legendary Volume Master (https://chromewebstore.google.com/detail/volume-master/jghecgabfgfdldnmbfkhmffc) from the well-known Peta Sittek (https://www.petasittek.com/).

I don't hope for anything. Just boiled 😤.
