Is chrome browser caching the JS files in extensions?

Hey I have this very wired problem.
I developed a small extension for my own and now i tried to change to manifest_version:2 as it is required.
So I tried to separate the complete javascript code from my background.html, popup.html and options.html into background.js, popup.js and options.js.

While working locally, if make some changes to any of these .js files and goto Extension page and try "Reload" its not reloading the latest changes.
When I checked under resources tab, am seeing very old saved version of the js file. Latest changes are not reflected. 

I try to delete the extension and load again, problem solved very few times, but again if I make the changes to js file and save, reload the extension its not loading the latest js file. Its clearly showing versions of the JS file which is no way exited on my disk.

Has anyone seen such problems??

(am using Mac OS and Chrome Version 21.0.1180.41 beta )

I have added screenshot. On my desktop i have deleted that code completely and added a lot of new code, and new js code is reflected in the extension too. So as I continue making changes and hitting "Reload" in the extension page suddenly loads this js file out of no where. Am not sure from where that page is being loaded. I clearly deleted that code.

How will that work? Am on extension page and by "Reload" i mean to realod the extension

The first thing I do when opening the Chrome devtools is to use the Settings page (gear icon) to set Disable Browser cache. Otherwise I succeed in debugging.
