as stated in developer docs:
id ---- "The unique identifier for the node. IDs are unique within the current profile, and they remain valid even after the browser is restarted."

I thought that bookmarks ID's are not changed, meaning that from the moment of creation until user removes it, bookmark will have unique and permanent ID.But that is not the case. For instance, I created bookmark, and it's ID was 1224. After browser restart, and creating another bookmark (ID 1225) my previous bookmark changed ID to 1227 (from 1224).
I'm relaying on bookmarks ID's and this creates many problems in my extension.
Could sync somehow mess those ID's or...?

I'm running into this same issue. It seems to go against what the docs say, so I'm hoping this is a bug.

Disabling bookmark sync (Advanced sync settings => bookmarks) seems to fix it. Strangely, only bookmarks that I've created in the past day seem to be affected and have their IDs incremented each time I restart Chrome. All older bookmarks maintain their IDs even after restart.

Definitely seems like a bug...

yes, I have the same experience
when sync is enabled, one particular bookmark always have floating ID.
Meaning that, If I add another bookmark, floating one will have higher ID than the new one (after restart)... 
I can't figure out the pattern, which bookmark will trigger that behavior
I also noticed that sometimes couple of my bookmarks are gone (sync enabled)... for instance, I have individual (no folders) bookmarks on Bkm bar,
and suddenly 2 or 3 bookmarks are gone
