contextMenus API - Contexts carrying over to children

Correct me if I am mistaken, currently the only way to set a context menu item's context is through specifying it in its CreateProperties. While using this API, I create a parent that works on the "selected" context, but none of its children show up unless I explicitly specify this in their CreateProperties as well.

1. is there a particular reason/use-case why this feature was decided against?

2. will this require a larger change in the codebase? 

3. could I help with this feature? perhaps there are other attributes where it makes sense to inherit from parent (by default; editable)?
