Unable to register as a Chrome Web Store Developer

I intend to publish a Chrome extension; however, my country isn't in the drop-down list of available countries in the registration process. Does it mean I am not eligible for publishing a Chrome Extension?

It should support most countries. Could you please share which country you are in?
