Settings an url for the new tab?

Hi,
I think it was possible in Chrome settings to enter a URL for the new tab page.
It's not possible currently, only start up page URL is possible. 
Is the only solution to create a Chrome extension to allow user to see the online page they want when opening a new tab? I would think to use a form in an option page and simply redirect an empty new tab page to the user's URL. 
Maybe that is against policy to have a new tab page redirecting to an online website?
Why did Chrome remove this option in settings? Or maybe it never existed??

Thank you for these examples, so it seems to be OK with policies. 

If anyone remembers a blog post about that, please share. I am curious to read why this is no more available in Chrome settings (or maybe was it never available).
Firefox does not have it as well. Anyway, sounds weird to me to have to install an extension for such a small setting.
