PSA: Default pinning for extensions in the browser toolbar

Hi all,

We are currently experimenting with pinning extensions by default to the top-level toolbar: https://developer.chrome.com/docs/extensions/whats-new#chrome_153_default_pinning_for_extensions. This change is currently live for a percentage of users in Chrome Canary.

We know this is a highly requested change and hopefully it will roll out to more users over time.
