I've noticed that in XHR requests, the Referer header is blank for
extensions in general. Is that the case for any extension not hosted
on a webserver by the developer? I'm trying to manipulate a flash
object which only responds to calls coming from a webserver, but for
my purposes don't want to host my extension myself. I know there's no
support or intention of supporting referer spoofing, but is there any
workaround?

The Referer only takes a few whitelisted schemes, such as http and
https. We don't send chrome-extension because it's not a "real" URL.
