Preinstalling extensions

Hi,

Does 138 cease support for preinstalling extensions via initial preferences (or even for entire initial_preferences) ? I have a file that works fine in 137 but not in 138 beta. What's more when the initial preferences is used 138 beta not only does not apply but after entering settings warns it was modified by an external application and offers resetting.
