CDP auto-opens DevTools when debugging an extension popup

Hey all,
At the moment if you attach a DevTools session to the popup target using Chrome DevTools Protocol, Chrome will automatically open a DevTools window for the popup. We are considering changing this behavior. Before we do, though, I wanted to ask this group if anyone is aware of automation use cases that rely on this behavior.
