How to make sure the extension follows "Enhanced Safe Browsing" feature

I was wondering that why for some of my extensions, this flag is shown on the extensions page? It says "This extension is not trusted by Enhanced Safe Browsing"

Are there any particular things that trigger this, and what does it even convey to the user? How to make the extension compliant with this?
