Just need some confirmation here:  If you unpublish an extension will you be able to republish it with the same extension ID later as long as you have the private key file?

Not if you only have a file. A new extension is always signed for the first time by the store itself.

If the page of the old extension is available in your developer account, you can upload the new extension there and it will be published under the ID of the old one.

Hmmm...are you quite certain they no longer except a key.pem in the package?  This used to be how you would predesignate your unique extension ID, by including the .pem file in the zip package, then the store would remove that file and use the same ID in the future.

If you have unpublished it then it's my understanding that it will be completely removed from your account, so I don't see how the page would still be there.  Or do they still keep something around?

Oh, interesting. Then perhaps you know better. Because I always published extensions without a key and a file, and the store created them at the time of the first publication and used them in the future without the ability to change in any way.

If your version works, then this is interesting. However, it seems to open up a security vulnerability in the store's distribution system. That is, I can put an extension on my computer, and then convince Chrome retroactively that this is a store extension?

No, when you unpublish an extension, it is still in your account. In fact, you can't delete your extensions. After unpublishing, you can change the visibility(Public/Unlisted/Private) of the extension and re-publish it again.
