Does anyone know if a "google chrome extensions ide" that helps with the API, with code hints, preview, autocompleate, etc. exists?

I guess you can use any IDE (or text editors with front-end developer plug-ins like sublime text) because in the end of the day we are talking here on HTML, JS and CSS...

You can use: http://extensionizr.com/ as a good starting point to have all the 'building blocks' in place when you starting a new extension.

I started Xpom-Xpum! SDK project — a free and open-source IDE for Google Chrome extensions and applications.
If you interested, you can download it and it's C# code (MIT License) by link http://xpomxpum.codeplex.com/
But now I released it's Alpha version only...

This sounds great, but it doesn't seem to work for me. Also doesn't seem to support autocomplete like Oscar was asking for
