Can't register as a web store developer

I am from Nigeria, and I am currently trying to register as a web store developer. During the registration process, I was prompted to select my region, which is when I realized that Nigeria is not a region option.

I guess this means I can't register as a developer on the platform. If that's the case, are there any alternatives I can try?
