chrome.tabs.captureVisibleTab become unstable!!!!!

I have a extension using chrome.tabs.captureVisibleTab. It works well until the "chrome.tabs.captureVisibleTab" begin to return undefined instead of the dataUrl; I have tried to disabled it and re enable it again. Still not working. The only way to solve this is to remove it and re-install it.

BTW, I have declare the permission "<all_urls>". Is that a bug of chrome?

I have a theory about the error but I think the Chrome developers know better. It might be that the visible tab has lost focus and when the user clicks the browser action to capture the visible tab the API throws an error because the physical tab is not focused? Just a random guess.
