How to add an outline around divs on hover

I would like to give the possibility to the user to hover on div on the page and have a border appear temporarily 

I'm actually adding style to all divs but that's not ideal

div:hover {

    outline: 1px solid blue;

}

It would be better to activate this mode when a user clicks on a button 

like the example in the pictures below

I don't think you understood my problem, I would like to add this feature on my google chrome extension

basically if the use clicks on a button on the popup, and then hovers on divs on the page, a blue border appears around the hovered div (like the pictures above)

I was wondering if anybody had to do this and wanted some advice
