Some frames aren't listed as targets

Hi,

There are some frames which aren't listed as targets in the list returned by chrome.debugger.getTargets and don't trigger a CDP Target.attachedToTarget event.

For example, this page contains two iframes. The first one doesn't seem to register as a target with CDP and doesn't appear as an item in the results of chrome.debugger.getTargets, the second iframe does.
The problem seems to be with the particular source as changing it fixes the problem.
