Is oauth app verification required to be approved in CWS?

I have a Chrome extension that uses a sensitive OAuth scope. My GCP OAuth app is still in testing mode / unverified.

Two quick questions: 

1. Can CWS approve an extension before OAuth verification is completed on GCP? 
2. Will CWS reviewers be blocked or see an "unverified app" warning when testing the OAuth flow during their review?

Trying to understand if both processes are truly independent. Thanks!
