Chrome 148 cannot disable bookarks bar on the New tab page (if extension overrides it)

I have now stuck bookmarks bar on my Group Speed Dial new tab page:

The "Ctrl + Shift + B" only toggles the context menu option, but the bar is still there.

I can see this broken also in Beta and Dev 149.

And I can't find a reported issue, but also I'm pretty sure it's already reported, right? :)

It was an intentional change in https://crbug.com/491027414, however it was based on just an opinion and no exploration of the field, which would show that many NTP extensions incorporate an alternative/better UI for bookmarks. It was also wrong for a global non-amateur project to make a change of something that worked for 10 years without any discussion or public announcement.

One workaround for this regression is to convert the bookmarks into extension's internal storage and delete the originals as the empty bar won't be shown when hidden.

I can't believe this was intentional. It's literally a feature "let's ignore what user wants".
