Odd behavior of chrome.tabs.onActivated and onUpdated

I have listeners added to the onActivated and onUpdated tabs.

When I click on a link in a tab, I get an onUpdated event. When I type a new URL into the tab's URL bar, I expected to also get an onUpdated event, but I don't, I only get an onActivated event (even though the tab was already active).

Is the the proper behavior or a bug?

Found this, https://code.google.com/p/chromium/issues/detail?id=154631 which, after further testing, is my issue.
