Google decision mismatch in consecutive appeals

My extension is currently only available to employees within my workspace who are located in the JP region. I am having difficulty getting it published because my extension's privacy policy is only accessible to our internal workspace employees.

I had previously provided video evidence to appeal a rejection, which was accepted. However, my subsequent submissions have been continuously rejected, with the stated reason being that the provided link is inaccessible. I have tried appealing again with no success.

When I requested a specific policy that restricts a privacy policy from being accessible only to a limited number of employees, I did not receive any specific guidance other than being told to change my extension's visibility.

If that is the case, why was my earlier appeal—where I provided evidence for Google review—granted, and why are my latest appeals continually being rejected without any proper policy documentation provided in Google's reply?

Latest appeal comment: Our privacy policy is only available to internal users via Google Sites and is not accessible via a publicly accessible URL. Access to external users is restricted through Google Sites.
The privacy policy itself is valid, and I have previously attached screenshots for review purposes.
Previous versions have also been approved through similar explanations and submission of supporting documents.
