How to enable audioCapture in extensions?

I am experimenting with webkitSpeechRecognition API with Chrome extension. 

I have this in manifest.json file

  "permissions": [ "audioCapture"  ]

And I am getting this error when I load the unpacked extension.

There were warnings when trying to install this extension:

• 'audioCapture' is only allowed for packaged apps, but this is a extension.

What did I do wrong?

Btw, I look at this "Google Voice Search Hotword (Beta)" extension. It's doing pretty much same thing.
