Can we keep the chrome extension popup open at all times?

I am trying to make a chrome extension which remains open at all times in its respective tab after clicking on its icon. I have seen some answers on the net that it is a UI choice by the chrome developers to close the extension popup once its out of focus. Is it true that we cannot keep it open? Or is there a different approach to this.

The only solution is to add the UI as a DOM element into the web page. For simplicity and better isolation it can be an iframe, example.
