A few subtle/obscure (but worth considering) items»

... the Chromium main GUI popup has "New &tab" & "&Task manager";
... some items on the Chromium main Alt-F menu have no &hotkey but could/should -
    (Edit loses out to H&elp, View background pages loses out to &virtual mode ...);
... the Bookmarks popup has four embedded menu items (2 with &hotkeys) & Other bookmarks.
    These wipe-out 5 &hotkey options for actual user bookmarks or bookmark folders.
    (If I could I would put the 4 embedded items under a sub/menu/folder with an uncommon &hotkey ...);
... under Too&ls one finds &Extensions and also &Encoding;
... there are probably (even) more/similar cases ...

Chromium could improve its 1-touch &hotkey functionality by doing something about these items ...
Hitting "E" under Too&ls should launch either Extensions or Encoding but launches neither ...
only goes from 1 to the other without launching ...

Just to respond a little about the following item:

Hitting "E" and going back and forth between Extensions and Encoding is the desired as-implemented behavior.

This is the desired behavior whenever there is the same accelerator key defined for more than one menu item, eg. in this case Extensions and Encoding.  In this case, hitting "E" repeatedly is supposed to cycle between all "E" accelerator items to allow you to choose the one you want.  (Otherwise, it would be impossible to use the accelerator to select the other item.)

Of course, you may be pointing out the same accelerator key should not be defined for more than one item, which is a separate about which accelerator keys to choose.

The point about &E is (also) why should that be the desired behavior?
What advantage is there to 2 &E hotkeys instead of each having a unique &Hotkey?
I will never see any advantage to that ...

The one that bothers me is that "Close Tab" should be changed to "&Close Tab" (making C the hot key) -- It's fairly standard in web browsers for Windows. When I already have my hand on the mouse, I right-click a tab and tap "C" with my left hand to close the tap. I close application windows the same way by right-clicking the titlebar or taskbar button and tapping C.

Chrome is the only browser that doesn't let me close tabs this way. There are a couple of reasons I do that instead of middle-click or Ctrl+F4 / Ctrl+W:
I'm frequently working from different computers and I find that, very often, the middle-click function of a mouse has unexpected behavior. Also, I'm sometimes using a track pad instead of a mouse. Sometimes middle-click will close two tabs when I only meant to close one. If the mouse wheel has a left/right tilt function, it might cause unexpected behavior (like switching tabs and polluting my Z-order).

I still do Ctrl+F4 frequently, but I'm often using a compact keyboard and my muscle memory will not find the F4 key. Ctrl+W has always been awkward and I'm likely to activate some other shortcut while I'm trying to do that one.

When I'm cleaning up tabs and closing various running applications, I want the right-click, C behavior to be consistent. Right now, Chrome is the only application I use regularly that doesn't behave.
