Does it work a little (some or a lot of features do not work, but it generally does work)? Or does it not work at all?
Also, do other screen readers work? It could also be a bug in Orca.

You can search crbug.com for an existing issue and star it. If you cannot find one, file a new issue using the "New issue" link on the same page.
Please, do not add a "+1" or "Me too" or "Confirmed" (or similar) comment. It just wastes the time of Chrome engineers and sends unnecessary e-mails to all of the people who starred the issue.

You can reply with a link to the found or created issue and might get triaged (and fixed) faster.

As you can see here it is a long standing issue with Chromium and Orca that has not been fully addressed, but the issue should be within reach of the Chromium team to resolve as there are other browsers that implement these features, they are just too pathetic to handle Web Components. It would be fine if Chrome Vox worked but it doesn't on Web Components and it is apparently a won't fix too cause the new Chrome Vox is only for Chromebooks. So it leaves developers who use linux which isn't a small amount either without a way to accurately test that their web components are accessible.
