Accessibility showstopper: Chrome browser on latest Mac OS - Zoom support completely broken?

Team,
Need your help with some sanity check, as I must be doing something wrong as this seems to be too massive of a bug in the Chrome browser not to be fixed already.
I'm a visually impaired user, and depend on the Mac Screen reader (Voiceover) and the Mac screen magnifier (Zoom) for my work. 

The following works with no issues with Safari, but is completely broken with latest Chrome browser for Mac, both beta and release channels.
Steps to reproduce:
On latest Mac OS (tried on both latest El capitan and Sierra GM Seed) running on a MacBook pro.
Go to system preferences - accessibility - zoom.
Configure the following:
Use keyboard gestures to Zoom - checked
Zoom follows the keyboard focus - checked
Zoom style: Picture in picture
Click more options.
Set Zoom to X20
Windows position: Tiled along edge
Use adjust size and location to move the Zoom window to create a zoom bar at the op of the screen about 15% of the height (See attached screenshot).
This setup allows me to keep the screen ratio for navigation while having very large zoom for what I type or read.

Now open safari, go to your gmail inbox and compose a new mail. 
Note that the Zoom window will follow the text you type and show it very large on the top docked zoom window.
In safari advanced settings, enable tab through all screen elements.
Notice zoom follows you around as you tab across the UI or when you move with arrows.

Now go to chrome and open Gmail inbox and compose an email. 
Note that zoom focus does not change as you type or when you move around the UI with arrows.
If you enable Tab navigation in chrome settings - more settings - web content, Zoom will still not change focus when you tab around the webpage.

This bug renders Chrome for Mac useless for visually impaired users on Mac OS that use screen magnification.
Using a Chrome specific zoom is simply impractical as I use Mac Zoom for the other 20 Apps I work with all the time and having two zooms is simply not workable.

Your guidance on what am I missing or confirmation that this is in did a massive bug and where should I file it.

What is the screenshot supposed to convey? I do not see any zoom window or anything...

Anyway, you can search crbug.com for an existing issue and star it. If you cannot find one, file a new issue using the "New issue" link on the same page.
Please, do not add a "+1" or "Me too" or "Confirmed" (or similar) comment. It just wastes the time of Chrome engineers and sends unnecessary e-mails to all of the people who starred the issue.

You can reply with a link to the found or created issue and might get triaged (and fixed) faster.
