I wanted to know more about Chromium licensing and their legal stands. However All i keep ending up on is this page: https://chromium.googlesource.com/chromium/chromium/+/trunk/LICENSE

All this says is "yes you can change it or not, whatever but remember to keep the copyright the same and also dont use google name/logo. Everything else in the project is whatever you downloaded at the time."

"yes we own this and you also follow laws and such (i dont go into detail you get the point)".

So it is unexplained what Chromium licensing is because there is no clear author. Everyone says it's own by google but it is not shown anywhere. This program may be liable for failing to provide basic copyright or licensing laws as shown in Jacobsen v Katzer (2008).

Note that launchpad is unrelated to the Chromium project. They are distributing Chromium, on their own, by their own choice, with some modifications, so they have their own license or copyright details.
The only license details that apply in Chromium vanilla are mentioned here (you linked to an outdated repository), as well as the third party code licenses found across the code base (some of those are test tools/data, though).
I believe "The Chromium Authors" are everyone who contributed code to the project, be it an individual or a company (usually found in AUTHORS), but I am not a lawyer, so this is definitely not legal advice (which is out of scope for this group anyway).

In addition to the license files in the source code, chrome://credits gives the full licensing information of a shipping Chrome binary. Other chromium-based browsers will have the same page listing their full credits, including whatever modifications they've made.
