The backporting about TLS 1.3

Dear Sirs,

Sorry for bothering you. I have one urgent project requested to support TLS1.3 by my customer. But our project uses Chrome V55 now. Is it possible to integrate TLS1.3 into V55?(is there any porting-tag could be referred?)

My customer asks me to finish this within 3 months.

BTW, I have the SW agent to develop and they feedback if upgrading V55 to V70(supported TLS1.3), it needs time to integrate and test. 3 months is not enough.(Because our current SW is stable based on V55)
