How to enable WebGL 2.0 on Android?

It should be enabled automatically on devices that support the required GL features. Check chrome://gpu for the status.

https://www.khronos.org/webgl/wiki/Getting_a_WebGL_Implementation
(which I just clarified), Chrome's WebGL 2.0 prototype isn't available
yet on Android; it's available on Linux, Mac OS, and Windows. Pass
--enable-unsafe-es3-apis on the command line to enable it.

A lot of bug fixing work is underway on it. Once the desktop platforms
are passing more tests, we'll focus on the ports to Android and Chrome
OS.
