Hallo.

I wonder why Chromium will not (even offer to) translate some webpages ... like pik.ba?

After translating a page, the Chromium "original text" popup (for links & etc)
often obscures the link underneath, which makes clicking on the link impossible ...

Bosnian is currently not in the translatable language list of Chrome.
Bosnian was only added to Google Translate in May, 2013 (two weeks ago or so), so it may take some time before it comes to the stable Chrome. Generally, something like 18 weeks from the time it is implemented.
However, it is not included by default, even in the latest canary build (released almost every day with the newest changes). This is because it is an alpha language (meaning, its accuracy is not at its best shape at the moment).
To add all of the alpha languages to the list, you can start Chrome with the --enable-translate-alpha-languages command line flag.

When I start the latest canary build of Chrome with the aforementioned command line flag, Chrome offers to translate the website you mentioned.

OK ... but in Yugoslavia there was the Serbo-Croatian language ...
Bosnia (still) speaks Croatian but calls it Bosnian ...
Montenegro (still) speaks Serbian but calls it Montenegrin ...
Only Macedonia & Slovenia have languages sufficiently unique from Serbo-Croatian ...
Chromium will (offer to) translate other *.ba websites as Croatian ...
It would be nice if users could at least select a language (e.g., Croatian) for pik.ba ...

The fact that Chrome just tells you it could not detect the language and does not let you select it yourself looks buggy, I agree.
You can search crbug.com for an existing issue and star it. If you cannot find one, file a new issue using the "New issue" link on the same page.
Please, do not add a "+1" or "Me too" or "Confirmed" (or similar) comment. It just wastes the time of Chrome engineers and sends unnecessary e-mails to all of the people who starred the issue.

Thank you.

Chrome contains initial supported language list for translation. But Chrome fetches the latest list from a translate server at runtime.
So, if there is no special reason to support a language, e.g. missing font, etc, Chrome will support new languages immediately.

However, it is not included by default, even in the latest canary build (released almost every day with the newest changes). This is because it is an alpha language (meaning, its accuracy is not at its best shape at the moment).
