*.so.TOC files

After compilation, the 'lib' directory includes '*.so.TOC' along with '*.so'.

What are the TOC files for?

Why are they generated and can they be removed?  I build with gn args "is_component_build = false" but they still show up along w/their .so files.  They're not in the official distribution.  How do I get my build to more closely match the official distribution?
