Master_preferences not working on first run.

Hi all -

 

I am wondering if I can get some clarification on the use of the master_preferences file.  I am attempting to distribute it via SCCM using the msi.  Now the file itself does work and I have verified it on a JSON website.  My question is if i perform the install of chrome, make some reg changes for updates and such and then copy the MP file so C:\Program Files (x86)\Google\Chrome\Application.  Why is it that my preferences do not take hold until after I close the browser and then reopen it again?  Is there a way to set the homepage and such prior to what i guess im calling the second open?  Thanks in advance for you assistance.

Policies might work better in your deployment than using master_preferences. See http://dev.chromium.org/administrators for more information.

Regarding the first run problem, see http://dev.chromium.org/administrators/configuring-other-preferences and have a look at the "skip_first_run_ui" and "first_run_tabs" options.
